Retired neurosurgeon Ben Carson has surpassed Donald Trump in most polls to become the new Republican front-runner. Carson’s proposals include a 10 percent flat tax, replacing Medicare and Medicaid with private health savings accounts, and banning abortion in all cases, including rape and incest.
