A More Militant Japan, 70 Years After WWII (Tom Ashbrook, On Point)
Every ten years, on the anniversary of Japan’s surrender, it is the practice for that nation’s Prime Minister to apologize for Japan’s aggression in World War II. A statement of remorse for the suffering and damage it inflicted. But with the 70th anniversary falling on Saturday, there’s some uncertainty about current Prime Minister Shinzo Abe and whether he will issue the standard apology, given the doubts Abe has already raised about Japan’s guilt and suspicions he wants to build up Japan’s army and navy, despite his nation’s vow never again to venture militarily into the world. This hour On Point: Japan: a new power play? Plus the US army unit that duped the Nazis, rather artfully.

The Voting Rights Act, Changing Laws And 2016 (Diane Rehm Show)
Two years ago, the Supreme Court overturned Section Five of the Voting Rights Act. The result was that certain states with a history of racial discrimination no longer had to get pre-clearance before making voting changes. The consequences in some states was immediate. Texas passed a photo ID requirement, and in North Carolina, a number of voter restrictions were also approved. The courts have taken up cases in both states, leading to many questions about how much power the Voting Rights Act still has. We look at new voting laws, court challenges and a call from President Barack Obama to fully restore the legislation.

Synthetic Drugs: What’s Behind The Nationwide Surge in Related Crime And Overdoses (Diane Rehm Show)
Emergency room doctors and police across the country say they are seeing a new surge of overdoses and crime related to drugs known as “synthetic marijuana.” Federal investigators say the drugs have little to do with marijuana and are often made with a variety of unusual chemicals produced in China. The drugs, also known as synthetic cannabinoids, are sold in slickly marketed packets that look like candy; with names like Spice and Scooby Snax, they’re sold online and in convenience stores. We look at what’s behind the increase in the use of synthetic marijuana and efforts to educate the public.

Ta-Nehisi Coates: A Country Built on Black Bodies (Point of Inquiry, 8/3/2015)
This week on Point of Inquiry, our guest is Ta-Nehisi Coates, a renowned journalist and celebrated essayist on culture, history, and politics. He’s a senior editor at The Atlantic, where last year he ignited national introspection and heated debate with his cover feature, “The Case for Reparations.” He is also author of the new bestseller, Between the World and Me, a book he wrote for his son about surviving in America as a black man.
Coates joins Lindsay Beyerstein to discuss the heightening racial tension in America, the result of what he describes as a country built on black bodies and black suffering. In this evocative conversation, Coates compels us to look clearly at our illusions about American identity and social mobility, and explores what difficult remedies will be necessary to begin to rectify the damage American policies have done to black men and women over the centuries. He also considers how his atheism has influenced his own thinking about civil rights, justice, and forgiveness.

The Next World War Will Be Digital (Tom Ashbrook, On Point)
It’s the classic lament of military historians. That armies are always training to fight the last war, when they should be figuring out what war will look like next time. Well, if that’s the case, a book called called “Ghost Fleet” may be the remedy. So vividly does it depict the shape of World War III — and how technologies that are part of our world already from wearable technology to driverless cars to Walmart’s cutting distribution system — may hold the keys to victory or defeat. It’s a novel by the way — fiction — but not really. That’s why it’s the novel everyone in the Pentagon is talking about. This hour On Point: “Ghost Fleet” and the face of warfare in the not so distant future. / John Donvan

How The Koch Brothers Are Shaping The 2016 Presidential Race
For the last three days, the Koch brothers and their donors have taken over a fancy seaside hotel in Dana Point, California. The annual summer meeting usually takes place behind closed doors. This year, Charles and David Koch are going a different route: They invited reporters to cover some of the weekend’s events. It’s part of larger strategy by the Kochs to become more transparent about their activities. But, as many observers point out, how they raise and spend money is anything but transparent. Guest host Laura Knoy and her guests discuss the Koch brothers’ influence in 2016 and how candidates are financing their campaigns.

Naomi Klein: Obama Is Beginning to Sound Like a Climate Leader, When Will He Act Like One?
http://democracynow.org - As scientists warn 2015 is on pace to become the Earth’s hottest year on record, President Obama has unveiled his long-awaited plan to slash carbon emissions from U.S. power plants. Under new Environmental Protection Agency regulations, U.S. power plants will be required to cut emissions by 32 percent from 2005 levels by 2030. In addition, new power plants will be required to be far cleaner, which could effectively prevent any new coal plants from opening. But does the plan go far enough? We speak to Naomi Klein, author of the best-selling book, "This Changes Everything: Capitalism vs. the Climate," which is out in paperback today.

Henry Siegman, Leading U.S. Jewish Voice for Peace: "Give Up on Netanyahu, Go to the United Nations"
http://democracynow.org - Jewish and Palestinian women are holding a hunger strike outside Prime Minister Benjamin Netanyahu’s residence in Jerusalem to call for a renewal of peace negotiations. Members of the group Women Wage Peace have been fasting for the past month in alternating shifts, sitting in an open-air tent and inviting passersby to discuss how best to wage peace. The group has dubbed their mission "Operation Protective Fast," a twist on "Operation Protective Edge" — Israel’s military operation that left 2,200 Palestinians, including 550 children, dead last summer. On the Israeli side, 73 people were killed, all but six of them soldiers. The attack destroyed 12,000 homes in Gaza. Another 100,000 were damaged. None of the destroyed homes have been rebuilt so far, due in part to the ongoing Israeli blockade. Our guest for the hour suggests the best chance for achieving a lasting peace in Israel-Palestine lies with the United Nations Security Council presenting both parties with clear terms for resumed peace talks. Henry Siegman is the former executive director of the American Jewish Congress, long described as one of the nation’s "big three" Jewish organizations along with the American Jewish Committee and the Anti-Defamation League. Siegman was born in 1930 in Frankfurt, Germany. Three years later, the Nazis came to power. After fleeing Nazi troops in Belgium, his family eventually moved to the United States. His father was a leader of the European Zionist movement, pushing for the creation of a Jewish state. Siegman later became head of the Synagogue Council of America. Henry Siegman now serves as president of the U.S./Middle East Project. He spoke with Amy Goodman in late May, shortly after The New York Times published his op-ed, "Give Up on Netanyahu, Go to the United Nations."

Patient Autonomy and Shifting Medical Ethics, with Dr. Barron Lerner (Point of Inquiry, July 20, 2015)
This week, Lindsay Beyerstein chats with medical ethicist Dr. Barron Lerner, author of the new book The Good Doctor: A Father, A Son and the Evolution of Medical Ethics. Lerner’s father Phillip Lerner was a renowned infectious disease specialist who practiced medicine during what many consider to be the golden era of American medicine. Being a generation apart, Barron and Myer Lerner where taught very different approaches to medical ethics, especially when it came to patient autonomy and end-of-life issues.
Dr. Lerner critically examines the ethical principles that his father operated under during his years in practice, and explores how these ethical norms have either retained their value or become outdated. His understanding of his father’s point of view was illuminated when he was forced to make decisions about what was in the best interest of his father’s own medical care, without the benefit of his father’s input on the matter. Barron's unique perspective paints a global picture of all of the ethical considerations that come into play when practicing medicine as he wrestles with what he believes it takes to be a good doctor.
*Correction: In the introduction of this episode, Dr. Meyer Lerner is referenced as Barron Lerner’s father. Barron Lerner’s father is Dr. Philip Lerner; Meyer Lerner is Barron’s grandfather.
